SRA has continued practising certificate conditions imposed on solicitor Ashtar Abbas Dhami.
The Solicitors Regulation Authority (SRA) has continued restrictions on the practising certificate of solicitor Ashtar Abbas Dhami maintaining conditions that limit the roles he can undertake within the legal profession.
According to a decision published by the regulator on 9 May 2025, Mr Dhami’s practising certificate for the 2024/25 practising year remains subject to several conditions. The decision was made on 11 March 2025 and was classified by the SRA as a “Control of Practice” outcome.
Under the conditions imposed by the SRA, Mr Dhami is prohibited from acting as a manager or owner of any authorised legal practice. He may work only as an employee in a role that has received prior approval from the regulator. The restrictions also prevent him from serving as a Compliance Officer for Legal Practice (COLP) or a Compliance Officer for Finance and Administration (COFA).
In addition, the conditions prohibit Mr Dhami from holding or receiving client money. He is also barred from acting as a signatory on client or office accounts and cannot authorise transfers from those accounts.
The SRA stated that the conditions were imposed through an SRA decision and considered necessary in the public interest. The regulator said the measures were reasonable and proportionate, taking into account the purposes set out in Regulation 7 of the SRA Authorisation of Individuals Regulations, as well as the regulatory objectives and principles contained within Section 28 of the Legal Services Act 2007.
The published record shows that substantially identical conditions have been attached to Mr Dhami’s practising certificates for three consecutive practising years. Similar decisions were issued on 10 March 2023 for the 2022/23 practising year and on 3 April 2024 for the 2023/24 practising year.
At the time of the matters giving rise to the regulatory outcome, Mr Dhami was associated with Hanson Young & Co in Harrow. The SRA record states that, at the date of publication of the most recent decision, he was associated with Newgate Solicitors in Barnet, London.
The SRA’s published decision does not detail the underlying circumstances that led to the conditions being imposed. However, the regulator confirmed that the restrictions remain in place as part of its regulatory oversight and public interest responsibilities.
