Petition against Judge tops 227,000 signatures after controversial rape sentencing

Campaigners seek judicial reforms after sentencing in a Hampshire rape case.

A campaign calling for greater judicial accountability has attracted more than 227,000 verified signatures on Change.org following controversy over sentencing in a rape case heard at Southampton Crown Court.

The petition, launched by Judicial Accountability UK, focuses on the sentencing of three boys convicted in connection with offences against two girls aged 14 and 15 in Hampshire. According to the petition, the offences took place across two separate incidents and involved the grooming and luring of the victims. The campaign states that footage of the offences was recorded and later shared online.

The petition alleges that Judge Nicholas Rowland imposed youth rehabilitation orders on all three defendants rather than custodial sentences. Under the youth rehabilitation order system, offenders remain in the community while undertaking supervised activities and complying with court-imposed requirements.

Campaigners argue that the case highlights wider concerns about sentencing and accountability within the justice system. The petition cites criminal justice data and claims that fewer than three in every 100 rapes reported to police in England and Wales result in a charge or summons. It also contends that sentencing outcomes in some cases do not reflect the seriousness of the offences involved.

The campaign centres on two principal demands. First, organisers are seeking a formal investigation into Judge Rowland’s handling of the case. The petition further states that, should any investigation justify such action, his removal from the bench should be considered through the appropriate processes.

Secondly, campaigners are calling for the introduction of a formal judicial accountability framework. Their proposals include mandatory sentencing reviews, greater transparency around judicial records and stronger powers to address concerns regarding judicial conduct and decision-making.

The petition argues that accountability mechanisms exist across a range of public professions, including healthcare, education and policing, and questions whether similar oversight arrangements should apply more broadly within the judiciary. Organisers maintain that judicial independence and accountability should operate alongside one another rather than being viewed as conflicting principles.

The campaign also references the Unduly Lenient Sentence scheme, which allows certain sentences to be reviewed by the Court of Appeal. Petition organisers argue that public concern has historically contributed to legal reforms and believe further changes are needed to address what they describe as shortcomings in the current system.

Judicial Accountability UK founder Olivia Skye and criminal behavioural analyst Laura Richards have publicly supported the campaign. The petition urges members of the public to sign and share the initiative to increase awareness of its objectives.

At the time of publication, the petition had gathered more than 227,000 verified signatures, making it one of the most widely supported judicial accountability campaigns currently hosted on the platform.
