FCA bans senior manager for lack of honesty and integrity

Howard Roland Duckett was banned after failing to disclose a 10-year director disqualification

FCA senior manager Howard Roland Duckett has been banned from working in financial services after the regulator found a serious lack of honesty and integrity.

The Financial Conduct Authority (FCA) said Duckett was a senior manager at Beauforce Corporation Limited, a debt management firm. He was approved to perform the SMF3 Executive Director and SMF16 Compliance Oversight senior management functions at the firm.

The FCA’s action follows a High Court disqualification that prevented Duckett from acting as a company director for 10 years. The disqualification was imposed on 13 November 2020 and took effect on 4 December 2020.

According to the FCA, the High Court found that Duckett had failed to maintain adequate records while he was a director of an unrelated company. The court also found that he repeatedly lied and attempted to rely on fabricated evidence to distance himself from the company and deny that he had been a director.

The FCA said this included falsely claiming that a fictitious individual was responsible for running the business.

Duckett also failed to tell the FCA about his director disqualification.

Therese Chambers, joint executive director of enforcement and market oversight at the FCA, said the regulator considered the conduct serious enough to justify a ban from the financial services industry.

For solicitors advising regulated businesses or individuals working within financial services, the key point is the importance of complete and accurate disclosure to the regulator. In this case, the FCA specifically identified Duckett’s failure to disclose his director disqualification alongside the findings concerning his honesty and integrity.

The FCA’s decision also records that Duckett had referred its Decision Notice to the Upper Tribunal. That reference was subsequently struck out.

The action against Duckett follows separate regulatory measures concerning Beauforce Corporation Limited. In November 2025, the FCA restricted the company from carrying out regulated activities.

The restriction means the firm cannot provide regulated debt advice or debt management services to consumers. The FCA also ordered Beauforce Corporation Limited to stop accepting money from consumers and to return any money held in its bank accounts.

The FCA has advised consumers who currently have a debt management plan arranged with Beauforce Corporation Limited to stop payments and seek alternative support. It also said consumers who have been asked by the firm to make payments since 20 November 2025, or who have other concerns about their debt management plans, should contact the FCA.

The regulator said information provided by consumers will support its ongoing supervisory work, although it cannot investigate individual complaints.

The FCA’s final notice relating to Duckett is identified in its press release. The regulator said the ban was imposed because of his serious lack of honesty and integrity.
