MoJ confirms CPR amendments for online claims systems

New amendments update online civil money claims and damages claims pilot schemes

The Ministry of Justice has confirmed a new round of amendments to the Civil Procedure Rules Practice Directions, with changes affecting online civil money claims and damages claims pilots coming into force on 12 May 2026.

The reforms were introduced through the “194th Update – Practice Direction Amendments”, published on 4 May 2026. The update amends Practice Direction 51R, which governs the Online Civil Money Claims Pilot, and Practice Direction 51ZB relating to the Damages Claims Pilot.

According to the published update, the amendments were made by the Master of the Rolls, Sir Geoffrey Vos, under powers delegated by the Lady Chief Justice under the Constitutional Reform Act 2005. The changes were approved by Sarah Sackman KC, Minister of State at the Ministry of Justice, acting on behalf of the Lord Chancellor.

The Civil Procedure Rules govern the conduct of civil litigation in England and Wales and are regularly updated to reflect procedural reforms, pilot schemes and developments in digital justice systems. The latest amendments continue the Government’s wider programme of modernising court procedures through online claims management and digital case handling.

Practice Direction 51R supports the Online Civil Money Claims Pilot, which allows certain county court money claims to be issued and managed digitally. Meanwhile, Practice Direction 51ZB governs the Damages Claims Pilot, which was introduced to streamline personal injury and other damages-related claims using online systems.

The official update notice does not introduce a wholesale rewrite of the rules but instead makes targeted procedural amendments to the operation of the existing pilot schemes.

The amendments formally came into force on 12 May 2026.

The update forms part of a continuing series of procedural reforms overseen by the Civil Procedure Rule Committee and senior judiciary. Recent CPR updates have included reforms linked to disclosure obligations, public access to court documents and the expansion of digital court processes.

Sir Geoffrey Vos has been a prominent advocate for the digitisation of civil justice processes and the increased use of technology within courts across England and Wales. The latest practice direction update continues that broader policy direction towards online litigation management and procedural efficiency.
